Usually a Shutdown and Startup not merely a reboot cures it.
So my guess it has to do with the io_ctl & the network card driver

there an RPM (something unofficial/unsupported I guess) for this patcI 'm trying to configure IPsec for the first time. I reviewed the
documentation and believed I configured it properly (as per the
documentation). When I try to start I get the following error

attached to 2 ISP. If one connection goes down all packets should be
routed via the other ISP.
