Pull your filters and connect directly to the phone connector, then
test. It is not uncommon for dsl filters to go bad. When they do, they
weaken the signal & the ISP's equipment will train down to lower speeds.
I had some grounding problems on my telco line last month & ended up
adding a grounding rod. Prior to that I was burning out dsl filters at
the rate of about 1 per month so I'd keep several new filters in the
parts bin.
