[rhelv5-list] can't chmod 644 /aquota.*

Hi,

In RHEL4 I used to be able to chmod 644 /aquota.* so that regular
users could run quota commands. In RHEL5 I can't as root:

# chmod 644 /aquota.*
chmod: changing permissions of `/aquota.group': Operation not permitted
chmod: changing permissions of `/aquota.user': Operation not permitted

selinux is turned off. Anyone know why? Do I have to try this in
single user mode?
