Do you have both the iscsi and iscsid services configured to start on
boot?

chkconfig --list iscsid
chkconfig --list iscsi

These scripts are configured to start early pretty early. I think
iscsid actually starts before networking and the iscsi service, which
logs into iscsi targets marked as automatic, starts shortly after
networking, somewhere in the teens. The netfs service should start well
after those.
