Indeed, my own observations apparently differ. Formatting, while not exactly lightning fast (when is it ever with ext3?...), doesn't take egregiously long with sparse images, its the writing of packages to the sparse image, which is indeed when the bulk of the I/O is going on, and thus where most of the callbacks to the hypervisor, context switches in the processor(s), etc., takes place.
