Use yum or rhn to install the packages.
For example:
yum install glibc-devel
Yum will take care of installing glibc-devel and all of the dependencies.
You will likely need to rebuild fedora packages on redhat. You can also
get unsupported (by Redhat) fedora packages that have already been
rebuilt on a RedHat system at: http://download.fedora.redhat.com/pub/epel/5/
