On my RHEL xen boxes I just use the xm tools... to console into a domain,

xm cons domain

to start a domain:
xm create -c domain

to shut it down:
xm shutdown domain

etc.... (xm help for more)

It works just like xen on a non-RHEL system, and it's all command-line.
