[Cooker] Policykit problematic file permissions?

I'm seeing a strange problem in policykit and policykit-gnome, which
seem to be caused by Mandriva's particular file permissions in
policykit. I reported the issue also upstream
( http://bugzilla.gnome.org/show_bug.cgi?id=532468 ), but I'm interested
to know your opinion too.

In summary:
When trying to change a default implicit authorization in
polkit-gnome-authorization it fails silently: the authorization is not
changed, but there is no error message. When running it from the
console, there is this error shown:
polkit-set-default-helper: needs to be setuid polkituser

When correcting the permissions on polkit-set-default-helper, it fails
with this message:
[WARN 6290] Error updating access+modification time on file
'/var/lib/misc/PolicyKit.reload': Permission denied

Again changing the owner of this file to polkituser, makes everything
work correctly.

Is this a bug in the permissions in Mandriva's polkituser package, or is
policykit to strict about wanting certain permissions?

For completeness, I have to admit I am running rebuilt policykit and
policykit-gnome 0.8 Cooker SRPMS on 2008.1, but I guess that should not
really influence the problem here.
