This license indeed puts this into PLF non-free, unless we get some kind
of permission from softsound. AFAICS the last official release from
softsound was in 1999.
Regarding mac, the license problems are explained here:

Even with the restrictions, it could go into Mandriva non-free, *if* it
would clearly allow redistribution. Reading the license it was probably
intended, but the right to redistribute is not explicitly granted.
Maxim, I think we want to limit the amount of non-free stuff, PLF or
not. Are the 'mac' and 'shorten' actually needed for something? FFmpeg
should have decoding support for these already, and free alternative
codecs exist (flac) if you want to encode losslessy.
