Your problem is the line "SlowKeys=true". This enables one of KDEs
accessibility features. Your keyboard still works, but to get a key to
register, you have to press and hold down the key for a while.
It's possible to turn this feature on by holding down a key for a while. KDE
will then ask if you want it enabled. Perhaps you or someone else mistakenly
answered "yes"?. There's actually a report on the net that someone's cat
managed to do this by laying down on the keyboard.
