[Cooker] Firestarter won't restart at KDE4 startup every second start

If I have firestarter active at KDE4 shutdown, when I restart KDE4
firestarter doesn't always restart. It seems to be that it will
auto-restart every second startup of KDE4, and on the occasions when it
does not restart I get a second startup of the Mandriva Tour.
If I add firestarter to KDE4's autostart and shut KDE4 down with
firestarter active, when KDE4 starts up I get two instances started.
Under KDE3 it functions correctly. How do I determine why this is
occurring and what I need to do to rectify it.
