Can you try accessing the pickups manually, such as telnet?  If that
fails as well, then can you get to the mail server at all?

The same servers that can't send?  Hmmm.  I ask because this smells
a bit like a DNS issue.  StartTLS rules in access want host names and
if reverse DNS lookups don't work, neither will TLS automatically.
