Make sure you have all the development tools installed.

At a minimum, you need the gcc and binutils RPMs. To see if you have them:
rpm -q gcc binutils

Not sure - I don't use that window manager (I use AfterStep or IceWM). I think you can right-click on a blank area of the toolbar and you will have the ability to install app launcher or mini-apps - you want the latter, I think.
