Since RH9 is no longer maintained, you should have moved off
it by now. Since Scientific Linux 3 is very much like RH9, I
wouldn't be surprised if it would work to update with tzdata from
ftp://linux.fnal.gov/linux/scientific/30x/i386/errata/SL/RPMS/
