I suspect you don't have entitlement to the real Application Server channels any more. tomcat5-5.0.28-2jpp_5h.noarch.rpm exists in these channels according to RHN.
Red Hat Application Server 1.0 (AS for i386) Red Hat Application Server 1.0 (AS for ia64) Red Hat Application Server 1.0 (AS for ppc) Red Hat Application Server 1.0 (ES for i386) Red Hat Application Server 1.0 (ES for ia64) Red Hat Application Server 1.0 (WS for i386) Red Hat Application Server 1.0 (WS for ia64)
and RHASv2 has tomcat5-5.5.12-1jpp_11rh.noarch.rpm:
Red Hat Application Server v. 2 (AS v. 4 for i386) Red Hat Application Server v. 2 (AS v. 4 for ia64) Red Hat Application Server v. 2 (AS v. 4 for ppc) Red Hat Application Server v. 2 (AS v. 4 for x86_64) Red Hat Application Server v. 2 (ES v. 4 for i386) Red Hat Application Server v. 2 (ES v. 4 for ia64) Red Hat Application Server v. 2 (ES v. 4 for x86_64) Red Hat Application Server v. 2 (WS v. 4 for i386) Red Hat Application Server v. 2 (WS v. 4 for ia64) Red Hat Application Server v. 2 (WS v. 4 for x86_64)
