I don't know how can i check ports open or closed.
Yes i try to allow this ports.
For example : telnet --IP-- 4711

Port are not open or close, they have or haven't services listening in.
Or maybe you mean how you can allow connection go throught those ports
using
iptables? (which already have servicies listening in)
