Question about custom kernel

While I followed the general procedures for building a new kernel (not custom,
2.4.23) So it was a seperate directory with my own .config file.

What I'm trying to figure out is what the /usr/include directory is all about.
Not necessarily a lesson here but if I"m building my own kernel or even if not,
does this directory need to be updated?
