While compiling pppd for filtering-support, I got the follwing:
# make
cd chat; make all

options.c:35:18: pcap.h: No such file or directory

../include/pcap-int.h:66: confused by earlier errors, bailing out
make[1]: *** [options.o] Error 1
make[1]: Leaving directory `/usr/src/redhat/SOURCES/ppp-2.4.1/pppd'
make: *** [all] Error 2
Searching in the archives just brought me a thread with:

You need devel rpms for include files.
