Here 's a section from my .procmailrc that takes care of that:
# Mail in foreign character sets :0 * ^Content-Type:.*gb2312 /dev/null
:0 * ^Content-Type:.*ks_c_5601-1987 /dev/null
:0 * ^Content-Type:.*big5 /dev/null
