Second time I've given this info this week. Alas, the first was in a
personal mail, not in any archives:
Tools -> Options -> Preferences tab -> E-mail Options
The second half has the "When replying to a message" settings, and
controls for what character to use.
All references are from Outlook XP (2002). YMMV.
