There's apt-rpm, but I don't think that runs on Windows.

Why don't the
linux boxen have permission to access the company firewall?  Does your
network administrator need a cluebat?

If the M$ box is near the Linux box, I would probably download the RPMs
I already know about, try to install them, see what complaints I get,
download the new RPMs, try to install them, see what complaints I get,
etc., etc. until the install succeeds.

heels.

You could try building from source, but I'm not sure if that will work.
 The RH9 glibc has some special adaptations to the RH9 kernel among
other potential issues...
