Back I would check if you have Redhat's GPG key installed. Run: gpg --list-keys
Running this on one of our 7.3 systems gave: pub 1024D/DB42A60E 1999-09-23 Red Hat, Inc <security@(protected)> sub 2048g/961630A2 1999-09-23
If you don't have the key installed, you can get off of the first 7.3 disk (filename is RPM-GPG-KEY) or http://www.redhat.com/security/db42a60e.txt
Run: gpg --import RPM-GPG-KEY
You may have to run this twice if you have never used gpg before. (The version of rpm shipped with 7.3 doesn't support the --import option).
