I guess that you have misunderstood something. The linux OS is just
the kernel. Nearly everything else is also available on many other
systems.

The filtering of mail is normally the job of the MTA (mail transport
agent - e.g. sendmail, postfix) or the MDA (mail delivery agent - e.g.
procmail). But could also be done by the MUA (mail user agent - the
users mail program - e.g. mozilla, kmail, mutt).
