I have a few clients like that. Take the keyboard away from them and
crazy-glue the power switch shut and the power cables so they can't fubar
it again. They appear to be their own worst enemy.

Given a different situation (where the data and programs were isolated
from each other by seperate filesystems) I would say a reinstall is in
order. It appears that you have a config file corruption is my guess.

Hope you have backups of all the important data.
