What happens on B to C?

This needs to be tested, to help identify the issue.

Also...how new is the connection at C?

If it is a new install, I would be on the horn with your Frame vendor, to
verify the integrity of the local loop.  I have seen this several times,
where under virtually no load, the connection will test clean, but once the
connection is under stress, they will blow packets, big time!  I even got to
expericence that personally here at the house with my DSL connection.
