Just how is an apache on windoh$2000 a linux question? It might be an apache question, but there are lists there to deal with those issues.
Should we start supporting all FSF software, or GPL software regardless of the platform it's run on? I think not.
Had Tina asked how to rig apache to handle front page extensions on her enigma machine, I would consider it more of a valid question.
Your answer to her is the minimum of homework she should have done beofre posting to the list. Tina is proving herself to be a luser, and quite frankly, not a very good one at that for someone with her workload. By _giving_ her an answer, all you're doing is encouraging her and others to post all questions to the list before doing even the minimum of homework. Great deal for her, considering she's getting paid for it.
