Hi Again Keith,
The issue has been resolved. The Problem was that i didn't compile
popmail  --enable-roaming-users=y and the pop3 service didnt know that i am
using qmail-popup so i added it in /etc/xinetd.d/ipop3
the following :
server                = /var/qmail/bin/qmail-popup
   server_args        = foo.bar.com /home/vpopmail/bin/vchkpw
/var/qmail/bin/qmail-pop3d
which resolved it :)
