AFAICT, your config is fine; but does 'chkconfig --list' show your ftp service
as active ('on')?

Since 'netstat -a' tells you that xinetd doesn't listen to port 21, you could
be able to gather some more information from the logs: after a 'service xinetd
restart', what do you find in /var/log/messages? If xinetd can't start wu-ftpd,
you should find a trace of the reason there.
