If you want something in the M$ Access style (at least this is what I
understand from your mail) to develop dbs you should check phpmyadmin.
Also Webmin has a neat MySQL, PostgreSQL interface and it is module
based (if you have a module for the configuration of anything you can
insert it in Webmin) so maybe you can find modules for other types of dbs.
