RH9 Restrict SSH Users with CHROOT?

I have been trying to find a way to restrict a user. I think Open SSH
implementation does not provide this mechanism. If any one got it to work,
Please let me know also.

I can 't seem to get any form of chroot or user home directory restrictions
working for vsftp or ssh.
