The short answer is no. There are hacks out there that mostly work, but
they 're not secure. It 's apparently not a high priority for the openssh
team (that 's not a criticism - everybody has to set their priorities
somewhere).

There 's no reason why you can 't chroot with vsftp or wu-ftpd. That 's a
different problem from an interactive shell.
