I have yet to see a system that *must* use the host file for name
resolution and can not support the DNS.
sendmail must look up MX records for correct operation. You can 't have
that without a DNS.

Install and configure DNS.
If you really, really must run without a DNS, and this is *NOT*
recommended, at least read the sendmail FAQ:
