Have you tried stopping iptables?
"service iptables stop " or "/etc/init.d/iptables stop "
Test connectivity with iptables down. If succesful, allow port 21
connections through iptables and restart.
Also, should this not help, verify that it is only Windows that cannot
connect. I would suspect that you have chosen a misleading subject. From
your description, it sounds like your FTP is allowing local connections
and denying remote connections. Doesn 't sound like it 's OS-specific...
