Any system with access to the RHEL channel(s).

Not true. You can download any package that is in an available channel,
whether it 's installed on that system or not. Yes, I 've tested this.

A quick script will extract the date of the package out of the rpm and
touch the file date. You should be able to whip that up in under 10
minutes. Hint, use --queryformat '%{BUILDTIME} on your rpm query.
