The manual page doesn't suggest that -w <setting> can be used to edit
the sysctl.conf file.  -w is for writing values to the underlying
/proc system manually, e.g.

 # sysctl -w net.ipv4.ip_forward=1
 net.ipv4.ip_forward = 1
 # sysctl -w net.ipv4.ip_forward=0
 net.ipv4.ip_forward = 0

 # sysctl -w foo
 error: 'foo' must be of the form name=value

It does not save anything to the file.
