The command I did was netstat an | grep 631...looks good,see below
Tcp 0 0 0.0.0.0:631 0.0.0.0:* LISTEN
Udp 0 0.0.0.0.0:631 0.0.0.0*

do a netstat -rn and see if cups is listening on port 631.
if not do a ps-ef |grep dups and make sure it's still running.
