Top returns 0.0 idle. 2004-04-06 - By Rokicki, Andrew

I have a server running RH 7.1 with 2.4.20-18.7smp
Server has been running for: 8:57am up 290 days, 22:43, 2 users, load
average: 0.19, 0.20, 0.18
When I run top command I get :
CPU0 states: 37.0% user, 62.2% system, 37.0% nice, 0.0% idle
CPU1 states: 44.3% user, 55.1% system, 43.1% nice, 0.0% idle
Mem: 513656K av, 505708K used, 7948K free, 0K shrd, 188816K
buff
Swap: 1148608K av, 8724K used, 1139884K free 248264K
cached
Server seems to be running fine.
Why is idle 0.0% on both cpu ?
I know this is not enough information to troubleshoot this problem.
But I am not sure how to go about finding the problem.
Let me know what other info is needed.
