ok. SOLVED!!

I had to recompile PERL, and let it know to also search
/usr/lib/perl5/site_perl/5.6.0 directory for things.

that and I had to reload XML::Parser , then all was well !

First I tried upgrading printconf, which required upgrading foomatic, which
  required upgradeing a bunch of other things as well.

Anyway, 6 or 7 rpms later, printconf and foomatic have been updated
  but I still get errors.

I cleared and reinstalled the RPMS, not perl modules.
I couldn't find a perl module called foomatic.

I uninstalled: printconf-gui -> printconf -> Omni-foomatic -> foomatic
I reinstalled: foomatic -> Omni-foomatic -> printconf -> printconf-gui

I also upgrade my python rpm as well

Still get errors, a little different (below)
