When and where does the link /dev/cdrom get created?

I want to create a similar link, /dev/dvd, that points to the same
device file as does /dev/cdrom. At the moment, I'm attempting to do so
in the %post section of a kickstart, but it's failing apparently because
the /dev/cdrom does not yet exist.
