Doug,
  One similar report I found was reported to Bugzilla by Dave Jones
and notes that if the screensaver is disabled lock screen will no longer
work.
  It seems that if you disable the screensaver, click lock screen
(which fails), then re-enable a screensaver (or blank screen) and hit
lock screen again it will also fail. If however you preview the
re-enabled screensaver or wait until it has kicked in at least once due
to the idle timeout the lock screen function will work again.

Note sure if that's what's happening with your users though.
