RedHat's .spec file for SpamAssassin does not create a
spamassassin-tools package.  SpamAssassin's .spec which is shipped in
their tar does.  If you're upgrading from SpamAssassin.org's rpm, remove
spamassassin-tools first, then upgrade.  The official RHEL4 spamassassin
rpm should contain what you need.
