OpenSSL not found

I'm trying to compile Jabber2 on RHEL3 using a custom written RPM spec
file (based off the one from http://rpm.pbone.net/). I've got it to the
point where it compiles, installs and works perfectly on RHEL4 (woohoo!)
but the configure fails on RHEL3 saying it can't find openssl.

checking openssl/crypto.h usability... yes
checking openssl/crypto.h presence... yes
checking for openssl/crypto.h... yes
checking for CRYPTO_lock in -lcrypto... yes
checking openssl/ssl.h usability... no
checking openssl/ssl.h presence... no
checking for openssl/ssl.h... no
configure: error: OpenSSL >= 0.9.6b not found

I have both the openssl and openssl-devel packages installed and I can
see the ssl.h file I think its refering to in /usr/include/openssl but
it can't seem to find it. I even tried installing the openssl096b
package but that hasn't helped.

Anyone have any ideas on this?
