Close, try
rpm -qa --define '_dbpath /usr/lib/rpmdb/%{_arch}-%{_vendor}-%{_os}/redhat'
This uses the rpmdb-redhat database which is populated with every
package from the most recent update. rpm -q rpmdb-redhat first to make
sure it is installed.
