Yes, in case your /etc/resolv.conf is liable to change (e.g. DHCP).
Apparently plain glibc resolver will not re-read this file, and nscd at
least gets notified by dhclient... Symptoms are that some applications
(sendmail, evolution etc) will try to mindlessly contact a DNS server
that no longer feels responsible for your IP address.

RedHat Support:

I still consider this glibc behaviour to be a bug, not a feature, but..
