Why Does rpm -bb Not Work?

I am trying to build a driver for my nic and rpm is being uncooperative
(sorry for the anthropomorphism).

rpm -bb is supposed to make the build happen but RH9 is telling me that
-bb is an unknown command for rpm.

What 's up with that, please?
