sounds like a BIOS or hardware issue. Verify each CPU is seated properly.
Check jumper settings (if any). See what BIOS reports and check for any
BIOS misconfiguraton (might want to compare two servers side by side).
Swap out the CPUs to verify one isn't dead. In any case, I believe the
problem exists before Linux even boots.
