I am trying to get some more info on this, wud send u my investigations.
Meanwhile I wanted to tell u something else too. I could not see this problem
when I got a fresh box of Linux, it was only after some time I see this issue.
I guess somewhere some configuration is setting up which is not getting deleted
. Do let me know if you have any more info on this.

Thanks,
Vaibhav Khanduja

You are using the original RH9 kernel. I don't know how to deal with
the problem you've partly described, but the first thing to try is getting
all the updates, including the latest kernel, version 2.4.20-43.9.
