I had overlooked the fact I'd changed filename for node1 to /tftpboot/linux-install/pxelinux.0". By xinetd.d/tftp file is the same as yours and when I fixed dhcpd.conf it fixed the problem.

How do you start the tftp server? In my xinet.d tftp config I have set '-s /tftpboot' to the boot params.
I then specify the following in my dhcpd.conf
host somehost { filename "pxelinux.0" hardware ethernet 00:00:00:00:00:00; fixed-address 123.123.123.123; };
my filesystem looks like:
/tftpboot/ /tftpboot/pxelinux.cfg/ ... and the pxeboot config files in here /tftpboot/pxelinux.0
