I'm interpreting the question as "without using rpm -q".
On Fedora:
$ yum provides "^/bin/cp$" Searching Packages: Setting up repositories Reading repository metadata in from local files
coreutils.i386 5.2.1-48 installed Matched from: /bin/cp
Or use the add-on package that comes for up2date (I forget the name), or maybe even a search on the RHN.
