He's running Red Hat Professional Workstation which is technically
equivalent to RHEL 4 WS. I wouldn't be surprised if WS didn't include
SquirrelMail.
If it was me and SquirrelMail wasn't in Pro Workstation, I'd be tempted
to grab the binary rpm from one of the srpm rebuilders. Obviously he
doesn't want support anyway.
